The intent of the law is not always followed and it can be compromised once issues become public. While the judge has given his opinion the political process once in a while creates of life of it's own. You have two different view points one representing an opinion and intent and the other political interpretation. You can always cite the judges opinion in your defense but if there is no legal statute that clearly stated that what the judge states is the law then it is only an opinion which can be argued in opposition by city hall. Only then can higher court adjudicate the action as a final determinant. Life is not fair and often there are a lot of gray areas ready to be disputed. It will all work out in the end.
