Do cats being treated with Budesonide heal after surgery? What would a vet do differently if you told your vet that your pet (who is scheduled for surgery) is on Budesonide?

My 11 year old male cat is being treated for inflammatory bowel disease with Budesonide. I tried putting him on Z/D cat food and taking him off steroids but he began vomiting. He cannot go off Budesonide. He has a basal cell tumor in the corner of his eye that the vet says should be romoved before it grows into his eye. I am afraid that if he has the surgery, the site won't heal and will get infected. My concerns are that his fur still hasn't grown back from the ultrasound he had in December and the vet said it is from the steroids he takes. Also, even before he was on Budesonide it took his mouth 9 months to heal from a dental extraction.
