Testicles should be descended and able to be felt by 12-16weeks of age. Like humans, they become more prominent after puberty. This should happen about 6-8 months of age. Like humans, as dogs age, the scrotum can begin to sag and make the testicles more noticeable. You should know that dogs do have something called the bulbus glandis on either side of the penis. This is was pushes the penis out of the sheath during mating. You might notice them if your dog gets excited and rolls over. They are often mistaken for testicles and that can be upsetting from someone who believes their dog is neutered.
Not a bad idea to take him into the vet for a checkup.
