People in the public sector often are misunderstood and are put into the same category. the perception that they are public servants and if they were worth their weight they would be working in the public sector where people are held more accountable to produce. I believe that the leader is responsible for setting the tone of the work environment be it public or private. It is true that in the public sector the leader may not have as many carrots to offer as reward for good performance. It is probably a more challenging task to lead in the public sector. At times people will enter the public sector believing that it is safer and more secure with fewer expectations than are required in the private sector. Does this equate to laziness not for all but I'm sure you'll find a lot of lazy people working in the private sector but they may do a better job of hiding it.
