i will say that its not wrong.and maybe nothing really happen between them.you can't be sure of what was going through their minds. they may have been doing something else. so be careful how you ask your questions. and when you are doing so use love, and kindness in doing that. don't shout at any of them.

your right it cud be completly innocent but chances are its not, it sounds as though your brother has being abused most likely by some1 else in your family and now may grow up to think its completly normal and it happens to everyone, its not a sit down talk between you and him or who ever in your family its professional help he needs !!

That is actually abuse in some degree, you need to keep your son away from him and let him know what his cousin did is wrong tell him no one is supposed to touch him there except for you or a medical doctor or your son is being exposed to doing the same to someone else then you well be in a world of trouble , 12 years old is old enough to know better, better yet try to find out were the cousin picked this up from , has someone done that to him or even worse. good luck and God bless

Your brother is at an age where he is very curious and about to enter puberty. You have control as to when they are together and monitor that period and have them play in some proximity to you. This behavior is not uncommon but guidance and supervision are important. Suggest to your father or another male in the family to make themselves available to talk to your brother if he begins to show signs of curiosity about the opposite sex.
