can a person who bid off a job inflate their bill work when they finish
was a carpet laying job we agreed on his bid price house was empty. when he said he had it done he wrote up a new bill and it was over 200.00 more than we agreed on. said if i didn't pay it he would put a lien on my house. he has done it before. You should consider telling him that you will not pay him until he finishes the job to your satisfaction. I am assuming you have the original quote in writing. Unless he can prove differently you only owe him for the quoted amount unless he has other documents that show that you made changes and a new amount was quoted. You have the right to take him to Small Claims Court where a judge will decide. Make it clear to him that it is your plan to only pay when job is complete and that you will proceed to take him to court if he attempts to put a lien on your home. Just my thoughts.
